It is informal and should only be used amongst peers. Badawi defines it as either 1. say (as a discourse marker) or 2. I'll tell you what; Note that this is fixed in form, only the indirect object (لك) changes;
‏باقول أيه، حتيجي عندك بكرا ‎[E] say, are you coming tomorrow?
‏باقول لك أَيه، جبت الكتاب اللي اكّلِّمنا عليه ‎[E] say, did you get the book we spoke about?
